WW2 photo of German soldiers lined up for meal (POWs?)

Photos of German soldiers lined up at mess.

Sign on right says: 

"Speisekarte - Pellkartoffeln - mit gulash - 12:30 uhr"
( "Menu - Potatoes boiled in their jackets with goulash - 12:30 PM")

Sign on left says "... Stern" which would be "...star"

Collector indicated this photo was of POWs, but I can't confirm.

Couple of small browning spots on back
